I mean it doesnt even start to download files, starts only when you Force recheck (i dont have files prior to adding torrent)

It can't go into Seeding status if you don't have the files... there are things you're not telling and i'm not going to start asking random questions.

Yes you`re right Skip hash was enabled, imho it is still misleading behaviour no?

I guess so. Probably, it is necessary to check at least existence of all files.
