OpenRISC FPU Updates for 8.1

A few fixes and updates to bring OpenRISC inline with the latest
architecture spec updates:

 - Allow FPCSR to be accessed in user mode
 - Select tininess detection before rounding
 - Fix FPE Exception PC value
