Default folder for composer templates is in the program folder under apps, composer_templates.
You can`t change this folder. To use templates for more user in a network environment, it would be good to reach templates via a network folder.

In settings, options, general tab, you can define the folder for new projects.
It would be user friendly, to create here a section with the paths to the default composer templates.
Program folder should here the default entry. It should be possible to change this default entry to any other folder.

+1. Being able to set another folder than those two local (set by default) for composer's template would greatly improve work and template's share.

Is implemented in QGIS 2.14.1 under Options
