Description
This PR is a WIP about adding a GitHub action to execute OGC tests on QGIS Server for the WMS 1.3.0 service. The pyogctest Python tool will be used to run these tests and display a human readable report.
I'm not (yet) 100% comfortable with GitHub actions, so I'm sorry for the noise in advance.
