Description

As per title, and discussed on Discord. SERIAL_NUMBER takes precedence, otherwise the platform will default to on/off where appropriate.
Currently, only ChibiOS-based builds default to on.

When on, get_hardware_id() is used to generate a hex string, used as the serial number.
