Add a map() method to qx.utils.ResourceManager #9484

In order to support other iconsets that do not conform to the path layout and filenames of the iconsets "Oxygen" and "Tango" that are shipped with the framework, I propose to add a map method to qx.utils.ResourceManager. This would allow to do

if( qx.core.Environment.get("myapp.icontheme") ) {
  qx.utils.ResourceManager.getInstance().map({
    'qx/icon/{$qx.icontheme}/22/actions/addressbook-new.png' : 'myapp/icons/${myapp.icontheme}/new-addressbook-22x22.gif',
  ...
});
}
