Swagger module incorrectly parses non-string query parameters #2388

Calling REST API like this for example http://localhost:8200/cip/api/passenger?count=50&offset=0 produces the following:

Given response: Error - Parameter "count" has invalid type "string" (should be "integer")

refs #2388 fixed integer regex, added tests
refs #2392 fixed an obscure bug handling runtime errors in code calls with a variant matched at parse time where a runtime exception could occur, was only reproducible in the Swagger module
