Refresh proto-generated source files

Rebuild protos after pinning mypy-protobuf version to 3.7.X.

The proto-generated sources changed after minor bump of mypy-protobuf
from 3.6 to 3.7. Here we pin the minor version of mypy-protobuf so
this does not happen unexpectedly again.
