Please add eclector

Eclector is a portable, extensible Common Lisp reader. As a builtin extension, it can also Concrete Syntax Trees with source tracking.

Regarding the repository living in @robert-strandh's account: @robert-strandh created the project, @scymtym is the current maintainer.
