Neat! I've wished for an option like :import-external, which is like normal import, but signals an error if the symbol imported is not also external in the package from which it's imported. This is for when I don't want to do a full :use but I also want to limit myself to the external API of a package. (Maybe I should leave this comment in an issue on your repo, instead...)

I wish too. And that should be the default behaviour of :import-from.

I would prefer something defpackage-like preserve the meaning of all existing options, whether they are ideally designed or not. I also sometimes use :import-from on non-external symbols to construct a public API for a private, implementation package, so signaling an error would be pretty annoying.

Added! There is now an :import-except option as well as an IMPORT-EXTERNAL-FROM function. Also took the opportunity to clean up the code and naming a bit (INHERIT-FROM-PACKAGE is now INHERIT-FROM for consistency).
