Thanks, it looks like a bug in alexandria. I have emailed the author of the offending commit. I'll probably release a Quicklisp update very soon as a result.
Meantime I worked this around by downgrading to the previous QL release:
(install-dist "http://beta.quicklisp.org/dist/quicklisp/2012-02-08/distinfo.txt" :replace t)
installed quicklisp-slime-helper, and then updated to the newest release by:
If you will update the QL release, it probably makes sense to include the slime fix for SBCL on Windows (as posted on the slime-devel).
