File actions don’t appear when multiple files are selected

If you select multiple files with comma, actions like Open and Reveal aren’t available.

A git bisect points to db53aff

Simply reverting that isn’t enough, because then actions like Reveal start to appear for things that aren’t files, like tags (from the File Attributes Plugin), as reported on #1638.

This was being discussed over on #1745, but should be its own issue.
