You have a few options here. You can build it from source to get the latest features (that is only the case if the Pebble iOS app has not been updated). You can search for it on the Pebble app store or go here:

You must have the API enabled in OctoPrint as shown below. This will also show you where to find your API key.
After that is enabled, simply enter the IP Address and API key of your OctoPrint instance in the settings for OctoControl.
If you encounter any issues, please file a bug report so that it can be fixed. Also, make sure that your phone (or the device your Pebble is getting its internet from) is connected to the same network as the OctoPrint instance and not your cellular network for instance.
