First UI test of login page

Create a directory for future UI tests to live and create an initial test of the mock login page that is hosted at $QUIPUCORDS_SERVER/index.html using selenium.

The intent of this is to get the framework set up to start doing UI testing when this becomes available.

The test being added is for the actual login page. Also the initial boilerplate for UI testing was also added.
