tag = mutagen.File(filepath)
print(tag["TCON"])

This raise an excption about missing "genre" tag. But the tag exist and works with mutagen and python 2.7.

With python 3.4, this fail.

id3: fix not taking frame names into acount for detecting broken iTunes files under Python 3; add tests (Fixes issue #194)

the only real change here is the name decode.
