Export RCMD function so it can be used in other packages. #699

Fixes #698.

I did not add a note to NEWS.md because it is currently formatted for the release. Once the release it out I can rebase this pull and add a NEWS item.

Let me know if you need me to tweak anything.

devtools 1.7.0 is still in CRAN limbo, but this looks good to do once it's out. (If it gets rejected, I'll try and remember to include this pull request before resubmitting)
