update GHA workflows to run include the latest R release #803

oldrel becomes 4.0 and we should drop the check for version 3.3. We need to add a specific linux * 3.6 part to the matrix.

Any thoughts?

I've also updated the second run for windows to check on r 4.0 (instead of R 3.6)
