`deps::<filename>` does not work any more

@gaborcsardi Can this explain why this wasm CRAN action isn't able to download deps: https://github.com/cynkra/blockr.webR/actions/runs/15410820684/job/43362234006#step:5:292?

This other run (https://github.com/RinteRface/rinterface-wasm-cran/actions/runs/15134002651/job/42541421623#step:5:98) was using pak 0.8.* without any issue.

I do not think this issue is fixed. The most recent, fixed?, version on CRAN is 0.9.0 and I am still getting errors.
