Currently remotes prompts even if a dependency is not installed at all, which is clearly wrong, these dependencies should be installed unconditionally.

I think the main thing that needs to change is

remotes/R/deps.R

Line 558 in 15e515b

behind <- x$diff < CURRENT

should not prompt for UNINSTALLED
