Issue with multiple newlines and `\r\n` #114

This happens with the current version from Github

vroom::vroom("a,b\nm,\n\n", delim = ",")
#> Observations: 2
#> Variables: 2
#> chr [1]: a
#> lgl [1]: b
#> Call `spec()` for a copy-pastable column specification
#> Specify the column types with `col_types` to quiet this message
#> # A tibble: 2 x 2

vroom::vroom("a,b\r\nm,\r\n\r\n", delim = ",")
#> Error in vroom_(file, delim = delim, col_names = col_names, col_types = col_types, : R character strings are limited to 2^31-1 bytes

What do you expect to happen with the second input? A row of all NAs? That is what happens in the first case, so I suppose it should be the same.
