I don't know if it was intended to be this way, but I think it's weird that the scroll icon shows up at the top of the website instead of bottom while scrolling.

Here's what I mean:

Was it intended to be this way? I think having the scroll icon at the bottom while scrolling is the right approach.

You'll have it only if you have enabled Jetpack Infinite scroll.
You can check it on my website http://enwil.com

If you've enabled infinite scroll and don't have the scroll icon on top,
then weird. Because it's showing on top for us.

That is not the Jetpack Infinite Scroll module doing that, that's the progress bar feature in the theme. You can turn that on and off in the theme customizer general options.

If the loading bar is at the top, it doesn't make sense to put the spinning icon on the bottom. However, I do see that it could probably be floated to the top right.

Upon closer investigation, I see that the spinning icon you're referring to is in fact part of Jetpack's Infinite Scroll module. The problem is that it's showing this spinning icon at the top and the bottom.

I will mark this as a bug and investigate a solution when time permits. @manishsuwal thank you for reporting this! @saddington @rad96 thank you for the backup confirmations. :)
