Bump Prometheus Version (backport #13442)

As visual, v2.28.1 to v2.53.3 (Current LTS) be long way.
There were many security patch, bugfix and enhancements happen since then.
This is just to patch to latest LTS.
I tested past week and not has any issue by this PR myself.
