Add whitelist filter for games with blank entries

Currently we cannot add tags to removed games like the following one.

Will it be possible to have that feature also for removed games?

The issue with that one is not that it got removed, but it is a wrong entry without any app id.
cg was too lazy back in the days and added blank entries for these games instead of using their proper IDs (which they always had).

There are a few of these, which I intend to send tickets soon but knowing cg's response time that might take longer to fix.

@Tristar7 Do you have a list of these games? I can add a whitelist filter for them, using their SteamGifts id.
