Problem Definition

This is a report coming from gitter thanks to @ChosunOne using latest master. It is serious as it seems channel creation no longer works. It was noticed when the connection endpoint hanged for too long.

At its minimum the problem can be seen when the user attempts to create a new channel with someone (my node) and the newChannel() transaction succeeds.

But in my end and in his end no blockchain event is seen and in his end there is this log entry:

INFO:raiden.network.rpc.client new_netting_channel called peer1=000e6dfc netting_channel=00000000 peer2=9bed7fd1

Notice the 00000000 for netting channel address.

Since the problems started after block 1.7 million it appears to be related to the Byzantium changes. Tests fail when Byzantium rules are activated: #1050
