Inform the user when there is a new release which fixes important security bugs #1825

Problem Definition

In case of a dangerous bug, the Raiden client should tell the user to leave the token network, and wait for a client update. This issue is related to #1810

Solution

We should have a repository or a hosted file, which the client can query using a background worker, if that contains some predefined text, that the client app should warn the user.

On a second thought, what is the point of this if we are always informing the user about new releases? (because of #1810)

I guess the idea is that there is a difference between a regular version update and a security fix which could prevent loss of funds. (Similar to how e.g. Parity handles it's auto-update feature).

@ulope @hackaugusto Exactly. This is in case of some dangerous exploit that might be found in the future. There should be more then a message on a terminal telling them about a new version.
