Problem Definition

As mentioned by @palango here we currently don't allow the user to changed the hardcoded raiden-debug.log.

That should change. Having debug file on by default now that we are testing is sensible but the user should be able to disable if if they want.

Task

Add a --disable-debug-logfile argument, as per our RC discussion.
