Raiden crash on Token already registered #3035

Problem Definition

Raidan is crashing on token re-registration, it should gracefully show that its not possible instead of crashing:

raiden.exceptions.RaidenRecoverableError: Token already registered
[9] Failed to execute script raiden-script
