Make channel recoverable by using state machine #507

Problem Definition

At the moment and after #595 we have a hacky way for a restartable channel, but not recoverable.


In order to be able to also recover (in the event of a sudden shutdown) we need to be able to have a channel state that also uses the state machine in the same way that transfer state does.
