rails/master is now 4.0.0.beta and will only support Ruby 1.9.3+

As a fair warning, we won't be accepting pull requests that converts from 1.8 to 1.9 syntax (like the hash or proc syntax). It will just mess Git history and add a bunch of noise when we must focus on 3.2 regressions.

wow, that is crazy to support only 1.9.3, I totally agree thou.
lot's of folks will go crazy thou since most distros barely have 1.9.2 on their repo.

.. and push the use of RVM or rubyenv
