Fixed automatic maintaining test schema to properly handle sql struct…

…ure schema format.

Additionally:
* It changes `purge` task on `sqlite3` adapter to recreate database file, to
be consistent with other adapters.
* Adds `purge` step when loading from `schema.rb`
