'rake test' fails with schema_format sql #10227

My tests were running fine with commit 78defbb but after upgrading today they fail with this trace:

** Invoke test (first_time)
** Execute test
** Invoke test:run (first_time)
** Invoke test:units (first_time)
** Invoke test:prepare (first_time)
** Invoke db:test:prepare (first_time)
** Execute db:test:prepare
** Invoke db:test:load_schema (first_time)
** Invoke db:test:purge (first_time)
** Invoke environment (first_time)
** Execute environment
** Invoke db:load_config (first_time)
** Execute db:load_config
** Execute db:test:purge
** Execute db:test:load_schema
** Invoke db:schema:load (first_time)
** Invoke environment
** Invoke db:load_config
** Execute db:schema:load
/home/vagrant/server/db/schema.rb doesn't exist yet. Run `rake db:migrate` to create it then try again. If you do not intend to use a database, you should instead alter /home/vagrant/server/config/application.rb to limit the frameworks that will be loaded

Seems to be looking for schema.rb even though I have schema_format configured as

config.active_record.schema_format = :sql
