To reproduce just create new app using rails master. It was working a week ago. If you won't be able to reproduce then i'll create test app.
config.assets.enabled = true
Master currently binds to 3.1.0.beta1. You need to use --edge or --dev to actually bind the generated app to master.
I've used it. And checked gemfile after.
As i said before it works well a week ago. Now it's broken.

I have this same issue. This was working yesterday and broke --for me-- some time around 10pm last night and is still broken. If i run rails new app, route to a controller, look at page source and click on application.css, i get no route for assets/application.css.
I set up a new gemset and problem solved. Still don't know how it happened. But probably not an issue w/ rails.
