Rails.initialized? causes exception when Rails is not initialized #2507

In Rails 3.0.5, when attempting to execute code during Rails initialization that invokes Rails.initialized?, the following exception occurs...

uninitialized class variable @@initialized in Rails (NameError)

* `Rails.initialized=` has been removed
* `Rails.initialized?` and `Rails.application.initialized?` are now
* delegating to `MyApp::Application.initialized?`
