some tests have incomplete output in 'rake test' runs #2727

Skipped tests do not include the SKIP marker in output, making results messy. In addition, other tests (mostly functional tests) have the same issue. This can be solved by requiring the turn gem in the Gemfile (i.e. by not doing a ":require => false").

For example, if you have

class SampleTest < ActiveSupport::TestCase
  test "this test works"
    assert true
  end

  test "this test is skipped"
    skip "not implemented yet"
  end
end

You get output of

SampleTest:
    PASS this test works
 this test is skipped

When I'd expect

SampleTest:
    PASS this test works
    SKIP this test is skipped

I have observed the same formatting with all functional tests, but not always, and I'm not sure what causes the variance.
