config.encoding = "utf-8" in application.rb don't works #2949

In application.rb says:
# Configure the default encoding used in templates for Ruby 1.9.
config.encoding = "utf-8"

But we continue getting the error: "invalid multibyte char (US-ASCII)"
It occurs in our "models" with accentuated characters.
We know its for ruby 1.9.2 news at encoding characters
We solve temporally with setting "# encoding: utf-8" on top of these files, but we believe that the purpose of the config.encoding = "utf-8" in application.rb is precisely to establish this encoding for default.

Using:
Rails 3.1.0
ruby 1.9.2p290 (2011-07-09 revision 32553) [x86_64-linux]
rake 0.9.2
gem 1.8.10
