fixes error due to Routes#partitioned_routes being removed

Summary
In the Journey router the method
Routes#partitioned_routes
was removed, whileRouter#partitioned_routes
depended on it. This moves the previousRoutes#partitioned_routes
logic intoRouter#partitioned_routes
