don't include debugger gem if jruby is used since it doesn't work on jruby. #8503

👎 It's commented out by default. Unnecessary clutter that encourages conditions for the various implementations.

Yes. It is commented out by default. But, users who are new to jruby will still get confused with that. Think about users who just switch to jruby from mri.

A simple change like this will help to save a lot of time for people who just switch from mri to jruby.
