Typo / Misconfiguration should not halt rTorrent from starting #1008

Currently if you have typo or bad value on rtorrent.rc rtorrent will not launch. This is quite minor grief but we have stumbled on this a few times.

Change this behavior to throw a warning + ignore that setting/line and launch normally.
This increases resiliency and redundancy of rtorrent.

This could have it's own config option ie. "config_ignore_errors = yes" as default.

Have also logging option for this as part of the current logging system.
