Hash constructors %() and {} behaves differently #3220

The Problem

When using both constructs in function only %() gets proper &?ROUTINE

sub foo {
	return %(
		'%()' => %( &?ROUTINE.name => "bar" ),
		'{}'  => { &?ROUTINE.name => "bar" },
	);
}

say foo;

# Output:
{%() => {foo => bar}, {} => {<unit> => bar}}

Expected Behavior

Either same behaviour or different behaviour explained in documentation (https://docs.perl6.org/type/Hash)

  • Operating system:
uname -srvmpio
Linux 5.0.0-25-generic #26-Ubuntu SMP Thu Aug 1 12:04:58 UTC 2019 x86_64 x86_64 x86_64 GNU/Linux
  • Compiler version (perl6 -v):
This is Rakudo Star version 2019.03.1 built on MoarVM version 2019.03
