Rancher Versions:
Server:v1.3.0-rc3

**Docker Version:**1.12.6

**OS and where are the hosts located? (cloud, bare metal, etc):**Ubuntu, Cloud

**Setup Details: (single node rancher vs. HA rancher, internal DB vs. external DB)**Single node

**Environment Type: (Cattle/Kubernetes/Swarm/Mesos)**Cattle

Steps to Reproduce:

  1. Create a service with two containers
  2. Restart container2. Container1 cannot ping container2. No ping response obtained immediately.
    Ping response is delayed by around 20s

Tested with v1.4.0-rc3. Ping between two containers after a restart is successful. No delay in response.
