Good news: You don't need to rerun bundle install, chef will do it for you. Bad news: You need to use `bundle exec` to run `rails s`.

Fixes a bug when the IP changes but chef hasn't run.
Chef 11 requires that cookbooks declare dependencies in metadata.rb even when running via chef-solo.
