Fixes #7437

ams_hndlrsvc is broken (see issue), and has been for a while. I wrote a fix for it late 2016 and never committed it since the issue went with no response. The file has been sitting on my desktop for 2 years, so I figured its better to submit it than not. I haven't had access to the target in 2yrs, but it worked at the time.

This also adds documentation.

I mean..... I don't have any way to get a decade-old corporate antivirus, and the code looks good.... so.....

Release Notes:

This fixes a bug in the previous version of the windows/antivirus/ams_hndlrsvc exploit module so that it once again works against Symantec System Center Alert Management System.
