Is this supported by the standard linux kernel, or does it require out of tree patches?

not sure about that (i'm newbie) - i think it's supported by standard kernel. (I have seen it in many distros)

Look like these are the kernel config options:
CONFIG_QFMT_V1=m
CONFIG_QFMT_V2=m

sounds like the v1 option is obsolete "This quota format was (is) used by kernels earlier than 2.4.22."

I don't know much about this - anyone else require this?

Yes . i.e me.

I am using XFS and fuse zfs with Quotas.

@hoover85 is this still an issue?

These are present in current kernel:

$ zcat /proc/config.gz |grep QFMT
CONFIG_QFMT_V1=m
CONFIG_QFMT_V2=m
