isValid(version) for public API #2

catching the ValueError of, let's say Version('we12we.12we.23'), doesn't seem to be very performant
so maybe you could add a similar implementation of the following code to the public API?

def isValid(version):
    try:
        Version(version)
    except ValueError:
        return False
    return True

@rbarrois I have a problem using semantic_version.validate. I can only use it as semantic_version.base.validate, I believe it should be imported in init.py .
