Alternative executable paths not picked up by shims sometimes #174

When installing rspec-core via bundle install, the gem gets installed, but not shims are created for the executables even after running rbenv rehash.
When I run gem install rspec-core afterwards and then rehash, the executable gets picked up.

I assume this is caused by the fact that rspec uses exe/ as the executable path instead of bin/. Then the executables are not matched by https://github.com/sstephenson/rbenv/blob/master/libexec/rbenv-rehash#L136.

bundle install doesn't install gem executables. This is by design. See the Bundler manual for details.
