Pin settings menu categories open with option to collapse

Is your feature request related to a problem? Please describe.
The categories inside the settings menu are collapsed by default. For new users learning Pulse, the icons won't mean much so they have to expand the menu each time to understand what to click on.

Pin the categories open by default with an option to collapse.

Describe alternatives you've considered
A static menu that does not expand or collapse but this depends on screen real-estate.

Additional context
On a 1440p screen there is more than enough space with the menu expanded to see all content. Below 1080p would be a possible threshold to set auto-collapse for all users.

The sidebar collapse state is set at Settings.tsx:599:

Changing to usePersistentSignal('settings-sidebar-collapsed', false) would make it expanded by default AND remember the user's preference.

The resolution-based auto-collapse isn't really needed - users can collapse manually if they want, and the preference would persist.

Leaving this open to consider implementing.

Fix pushed in cb8c46c - the settings sidebar now defaults to expanded and remembers your preference using localStorage.

This will be in the next release.

Looks good, though the width has shrunk to a small fixed size which is now pushing the status icons of PVE nodes over two lines:

This is a regression from commit 6333a44 where the sidebar expanded width was reduced from w-72 (288px) to w-64 (256px), and the min/max widths from 18rem to 16rem. This 32px reduction is causing the main content area to be narrower, which pushes status icons to wrap.

Fixed in d93e17e - will be in the next release.
