Image 4.34.0 is not available at docker hub

To Reproduce

docker pull rcourtman/pulse:4.34.0 results in "Error response from daemon: failed to resolve reference "docker.io/rcourtman/pulse:4.34.0": docker.io/rcourtman/pulse:4.34.0: not found"

Expected behavior

Pulling the new image

The Docker image for v4.34.0 wasn't published due to a GitHub Actions webhook delivery failure. The release was created successfully with all binaries and assets, but the release.published event webhook didn't trigger the Docker image publishing workflow.

The staging images exist at ghcr.io/rcourtman/pulse:staging-v4.34.0 - working on getting them promoted to the final tags on Docker Hub.

Docker images for v4.34.0 are now available on Docker Hub:

• rcourtman/pulse:latest
• rcourtman/pulse-docker-agent:v4.34.0
• rcourtman/pulse-docker-agent:latest

The original GitHub Actions workflow failed due to Docker Hub API errors (400 Bad Request during parallel pushes). I've also added workflow_dispatch support to the publish workflow so we can manually trigger it if this happens again.
