Primarily removing duplicate from NEWS.Rd.
Also adding .editorconfig from @eddelbuettel which won't influence the CRAN release but which should make life easier for new contributors.
(Sorry for the compound PR but they're both minor admin things and I'm doing this one handed with a fretful baby in the other arm...)
