Allow to override build date with SOURCE_DATE_EPOCH
in order to make builds reproducible.
See https://reproducible-builds.org/ for why this is good
and https://reproducible-builds.org/specs/source-date-epoch/
for the definition of this variable.
Also use gmtime to be independent of timezone.

The PR looks OK but the build pipeline had a hick-up. Can you please push a dummy commit to trigger it again? git commit --amend && git push --force on the current branch should be sufficient.

This patch was done while working on reproducible builds for openSUSE.
