Add Job Summaries For PRs

Current Situation

Currently job runs are quite large with many subtasks (e.g. style, typing, and unit tests, docs). It’s hard to read through all the logs to know what went wrong at a cursory glance.

Proposed Actions

Use job summaries to provide a high level view into the outcome of a particular task:

In my opinion, "verbose" / "chatty" CI workflows are a bit of a nuisance. If the user wants extra details on a failure, they can click on the failing workflow to read the logs.
